Educated at Oxford. Elected Labour MP in 1962. Strong supporter of European Community. Formed Social Democratic Party with Roy Jenkins, David Owen and Shirley Williams. Withdrew from party politics in 1987, became director-general of Royal Institute of British Architects. Made life peer in 1992.
