Dame Shirley Porter, the daughter of Tesco founder Jack Cohen, entered politics as Conservative councillor for Hyde Park Ward in 1974, and between 1983 and 1991 was leader of Westminster City Council. In her earlier career she was linked with campaigns to clean up the street literally and metaphorically, targeting litter and the Soho sex trade. She will, however, be remembered and discredited for her so-called ‘Building Stable Communities’ policy in Westminster, deemed illegal by the district auditor, for which she eventually, after lengthy legal proceedings, agreed a payment of £12.3 million. She remains a Dame, the title given to her for ‘political and public service.’
